Multi-Tiered Systems of Support (MTSS)

 

At PACT, we use data to align our instruction, challenge, and support with each student’s strengths and needs. Together, we promote academic, behavioral, social-emotional, developmental, and character growth.

Our Mission

Through MTSS, parents, students, and staff partner to ensure that every learner experiences a sense of belonging and receives the support and challenge needed to develop character and achieve academic excellence.

  • Equip educators with the tools, professional learning, and collaboration to help students thrive.
  • Partner with students and families to build upon their strengths, experiences, and perspectives.

Minnesota’s MTSS Framework

Minnesota Multi-Tiered System of Support (MnMTSS) is a statewide framework for continuous growth and improvement. It supports every student’s academic, behavior, social-emotional, and developmental success. PACT uses MnMTSS to guide decisions, respond to student needs, and evaluate the effectiveness of our practices over time.

Five Interconnected Components

Minnesota’s Multi-Tiered System of Supports includes five interconnected components that work together to support continuous improvement.

  • Strong systems create the conditions for students and staff to succeed. Infrastructure includes the structures, relationships, and processes that help students, families, staff, and community members work together effectively.

    At PACT, this includes:

    • A shared mission, clear goals, and a belief that every student can learn with appropriate support.
    • Leadership guided by data and responsible use of resources.
    • A positive school culture where students and staff can thrive.
    • Ongoing professional learning and collaborative teams focused on improving student outcomes.

  • Families are essential partners in student success.  Strong partnerships grow through trusting relationships, open communication, and shared responsibility for each learner’s growth.

    At PACT, we work to:

    • Build trusting, two-way partnerships among families, students, and staff.
    • Listen to and value every family’s ideas, experiences, questions, and concerns.
    • Communicate clearly about learning goals and student progress.
    • Include families in decisions about student support and connect students and families with helpful resources.

  • Multi-layered practices and supports match the type and intensity of instruction, challenge, and support to each child’s strengths, needs, and progress. 

    Tier 1 - Core Support for All Students

    Every student receives high-quality, grade-level instruction and support. Teachers adjust instruction based on students’ strengths, needs, and progress.

    Tier 2 - Targeted Support for Some Students

    Some students receive targeted support in addition to Tier 1. This may include additional practice, small-group instruction, more time, different strategies, or enrichment.

    Tier 3 - Intensive Support for a Few Students
    A few students receive more intensive, individualized support when additional help is needed. This support is more focused, frequent, and closely monitored. It may include individual or small-group instruction, intervention classes, or other individualized supports.

    The tiers describe levels of support, not students. A student’s support may change over time based on their needs and progress.

     

  • Assessment is the ongoing process of gathering evidence to understand student learning and guide educational decisions. Because no single measure tells the whole story, educators use multiple assessment tools, each with a specific purpose.

    At PACT, assessment helps us:

    • Recognize student strengths and growth.
    • Identify learning needs.
    • Select appropriate instruction, challenge, and support.
    • Monitor progress and adjust our approach.

  • Data-based decision-making is the process of using multiple sources of information to determine next steps for students and to improve school systems. Teachers and teams consider classroom work, assessments, observations, progress data, attendance, behavior, and input from students and families.

    At PACT, we use data to:

    • Understand strengths, needs, and possible barriers to learning.
    • Select supports that address identified needs and underlying causes.
    • Monitor whether supports are working and adjust them when needed.
    • Identify patterns that help us improve outcomes for all students.

At PACT, MTSS in action might look like…

  • A teacher adjusting instruction based on MWEA MAP or classroom assessment data.
  • Acceleration for students who have already mastered the content.
