State of the District Update
PACT Charter School continues to grow stronger through a shared focus on culture, academic excellence, and partnership. Our 2025-2026 goals build on last year’s progress with clear priorities in literacy, student growth, and character education. The district’s Comprehensive Achievement and Civic Readiness (CACR) goals focus on ensuring every student is ready for school, closes achievement gaps, graduates on time, and is prepared for college, career, and lifelong learning. Recent data shows strong elementary growth and above-state-average performance in reading, continued improvement in ACT scores, and a graduation rate now exceeding 90%. Together, we remain united in our core mission: partnering with parents, students, and staff to develop students of character and academic excellence.
Financial and Operational Progress
PACT has made significant strides toward financial stability and long-term sustainability. In just one year, the district improved its cash reserves from 23 days on hand to 83 (unaudited) and achieved full bond covenant compliance, resulting in an upgrade of our credit outlook from BB “negative” to BB “stable.” Enrollment demand is strong, with nearly 700 students on the waiting list. Looking ahead, PACT’s 2025-2026 District Operational Plan prioritizes literacy aligned with the Minnesota Read Act, continued implementation of MTSS and 5D+ teacher appraisal systems, a new long-term technology and facility maintenance plan, and preparation for the launch of PACT’s Online Campus in 2026-2027. These initiatives reflect our commitment to continuous improvement, fiscal responsibility, and innovation that serve students and families well into the future.
