PACT School Board of Directors

Our school board is dedicated to fostering an environment where every student can achieve academic excellence and personal growth in a safe and supportive setting.

As elected representatives of our community, we are committed to making informed decisions that shape the future of our schools. Our responsibilities include:

  • Policy Development: Crafting and implementing policies that promote high educational standards and equity.
  • Budget Oversight: Ensuring that financial resources are allocated efficiently and effectively to support student learning and well-being.
  • Superintendent Supervision: Collaborating with and providing oversight for the Superintendent to ensure the district's strategic goals are met.
  • Curriculum and Instruction: Evaluating and approving curricula that meet the diverse needs of our students and prepare them for future success.
  • Facilities Management: Overseeing the maintenance and improvement of school facilities to provide a safe and conducive learning environment.
  • Community Engagement: Encouraging active participation from parents, students, teachers, and community members to foster a collaborative educational community.

The PACT Charter School Board of Directors is committed to upholding the school’s mission—to partner with parents, students, and staff to develop students of character and academic excellence. The Board sets the strategic direction for PACT’s growth, evaluates the Superintendent of Schools, approves key educational and operational policies, and ensures organizational compliance.
 

Board Membership
The Board is composed of parents, teachers, and a community representative. Members are elected unless filling a mid-term vacancy, in which case the Board may appoint a qualified candidate. The Superintendent of Schools and Authorizer Liaison serve as non-voting advisors to the Board.

Meeting Access and Engagement

All School Board meetings are open to the public, except for those closed as permitted by law to discuss legal or personnel matters. Meeting notices and agendas are posted on the school's website before the meeting.

In Person: Meetings are held at the PACT Charter School Secondary Campus, located at 7729 161st Avenue Northwest, Ramsey, MN 55303. 

Listening Session: The School Board holds a monthly listening session from 6:30-7 p.m. before each regular meeting. Parents, students, and staff are encouraged to share their comments on district-wide issues. Time is limited to 30 minutes, so please arrive early to sign up. Complaints regarding individual staff members are not allowed and will be strictly managed by the chair.

Watch Online: The regular board meeting will be live-streamed at 7 p.m., following the listening session on PACT's YouTube channel. A recording will be available on the same platform after the meeting.

2025-2026 School Board Members

    Ryan Heineman is a proud PACT Charter School alumnus, having attended from 6th through 12th grade and graduating in 2006. Over the years, he’s experienced PACT in every building it has called home—giving him a unique perspective on the school’s growth and legacy.

    Mr. Heineman’s deep connection to PACT continues through his family. He and his wife, also a 2006 PACT graduate, chose to enroll their five children at the school, inspired by the positive and lasting impact PACT had on their own lives.

    As a long-time member of the PACT community, Mr. Heineman is passionate about the school’s mission and excited to be part of its continued growth and future success.

    Ann Ostendorf is the Elementary Music Teacher at PACT Charter School, where she combines her love for music education with her passion for fostering strong school communities. She holds a B.S. in Education with a Vocal Emphasis (K-12) from the University of Northwestern – St. Paul. In addition to teaching, Ann is a PACT parent and serves as a School Board Director, giving her a comprehensive perspective on the school’s mission and values. 

    Ms. Ostendorf’s favorite aspect of PACT is the intentional, close-knit community that flourishes within a K-5 environment. She highly values the collaborative spirit among parents, teachers, and students, and believes the unique structure of a charter school enables students to thrive in a setting where meaningful connections are established across grade levels.

    Nathan Plack, CPA, is a dedicated PACT parent with two daughters currently in 3rd and 6th grade. With a strong background in finance and public accountability, Mr. Plack brings valuable expertise in auditing, financial reporting, and compliance for both private and government entities. He is a licensed Certified Public Accountant in Minnesota, Indiana, and Kentucky, and holds a B.S. in Finance and Accounting. Mr. Plack is passionate about advancing PACT’s mission by promoting fiscal transparency, supporting responsible growth, and ensuring a safe, enriching environment for all students. His vision is for PACT to be a place where every student is inspired to pursue excellence and shape their future.

    Amanda Mackereth began her teaching career in 2004, specializing in English and reading instruction in schools across Arizona and various suburban and urban districts in the Twin Cities. Over the past 20 years, she has developed a passion for technology-integrated learning, which led her to spend the last eight years teaching Computer Science and Information Technology at Spectrum Middle and High Schools. Besides CS/IT, she has enjoyed teaching college and career readiness courses and is excited to bring her experience to the business classrooms at PACT.

    Ms. Mackereth holds a master’s degree in Technology Education from St. Cloud State University and a bachelor’s degree in Communication Arts and Literature from Concordia College in Moorhead. She also holds a K-12 Reading License and a Career and Technical Education licensure in Communications. In 2019, she received the MN Educator Honorable Mention Award from the Minnesota Aspirations in Computing program. She is thrilled to be part of a school that emphasizes not only academics but also character development, helping students become well-rounded individuals who strive to make a positive impact on the world.

    Jason Busch is a dedicated PACT parent of four and a passionate advocate for student success. As a small business owner and U.S. Army veteran, Mr. Busch brings a practical, service-oriented perspective to the PACT School Board. He values the recent progress at PACT and is committed to maintaining that momentum by providing a fresh, community-centered voice. Although he does not come from an educational background, his real-world experience and strong investment in the school’s future make him a robust supporter of policies that reflect the needs of families and help all students thrive.

    Nicole Kallod is a dedicated fifth-grade teacher at PACT Charter School and a passionate advocate for student growth in both academics and character. She holds a B.A. in Elementary Education from the University of Northwestern – St. Paul and brings valuable classroom insight to her role on the PACT Board of Directors. 

    Ms. Kallod began her career as a substitute teacher in various districts, which provided her with a broad perspective on educational environments and highlighted the unique strengths of the PACT community. Driven by a desire to serve and grow alongside the PACT community, Ms. Kallod offers a fresh and thoughtful perspective shaped by her post-pandemic educational experiences. Her dual role as an educator and board member enables her to consider how policies impact students and teachers every day. With a servant’s heart, curiosity, and a collaborative mindset, Nicole is committed to helping PACT thrive and achieve its full potential.

    Chad Lucas is a committed PACT parent and enthusiastic supporter of the school’s mission to deliver a personalized and academically rigorous education for all students. With a bachelor’s degree in Aero Manufacturing Engineering Technology and more than a decade of experience in global consulting, Mr. Lucas brings a robust background in strategic decision-making, continuous improvement, and collaborative problem-solving. His professional expertise includes working with diverse stakeholders to gather input, assess options, and make informed choices—skills that translate effectively to school board service.

    Mr. Lucas believes in the power of partnership among parents, students, and staff, and is committed to upholding that collaboration as a member of the PACT Board of Directors. He is driven by a desire to advocate for student success, support staff, and contribute to the school’s growth and improvement. As a lifelong learner, he is eager to apply his experiences to help PACT continue to thrive and serve its community effectively

    Nicole Rhoad brings a passionate, parent-centered perspective to the PACT Charter School Board. As a dedicated homeschooling parent, she has gained valuable firsthand experience in fostering a supportive and engaging learning environment for her children. Her commitment to education and character development aligns closely with PACT’s mission, and she is eager to contribute to the school’s ongoing pursuit of academic excellence. Ms. Rhoad looks forward to collaborating with fellow board members to advocate for policies and initiatives that support the well-being, growth, and success of all students and families within the PACT community.

    Danaé Trauth is the Elementary Art Teacher at PACT Charter School and a proud member of the Class of 2018. Having attended PACT from 3rd grade through graduation, she provides a unique perspective as both an alumna and an educator. Ms. Trauth is passionate about sharing the positive experiences she had as a student, cultivating a vibrant, creative, and supportive learning environment for her students today.

    With four years of teaching experience—three of which were at PACT—Ms. Trauth has taught students from Kindergarten to 12th grade, developed her own curriculum aligned with state standards, and led cross-disciplinary collaborations to enhance student learning. She is also deeply involved in the PACT community through initiatives such as the after-school art club, summer art programs, and art shows. Additionally, she has coached soccer, mentored new teachers, and hosted student teachers from the University of Northwestern.

    As a member of the PACT Board of Directors, Ms. Trauth brings her classroom expertise, alumni insight, and passion for the school’s mission to influence decisions that prioritize student success and community growth. Her goal is to cultivate a culture where creativity, character, and connection thrive.

    Jason Tossey brings extensive experience and dedication to his role at PACT Charter School. He has served in the United States Navy, worked as a police detective, and is a former Ramsey City Council member, demonstrating a lifelong commitment to service and community. He holds a Master of Business Administration (MBA) from St. Cloud State University, along with both bachelor’s and master’s degrees in Criminal Justice Studies and Secondary Social Studies Teaching from Bemidji State University.

    Mr. Tossey’s favorite part of PACT is, without a doubt, the students. He is continually inspired by their kindness, intelligence, and the strong sense of community they create. “These kids put a smile on my face nearly every day,” he says. “I truly have the greatest job in the world—short of being a philanthropist.”

    Dr. Nathan Flansburg serves as the Superintendent of PACT Charter School, where he provides strategic leadership to achieve the district’s vision, mission, and strategic objectives. In his role, he works with the PACT School Board of Directors to provide professional guidance and oversight to ensure the school’s success and ongoing improvement.

    As a proud former PACT parent, Dr. Flansburg brings extensive experience in education. Before joining PACT, he served as the Associate Superintendent at Wayzata Public Schools and held various positions at Mounds View Public Schools, including principal and teacher at both the elementary and middle school levels.

    Dr. Flansburg holds a Doctorate in Educational Leadership and Administration from Bethel University, along with a K-12 Administrative Licensure from Saint Mary’s University of Minnesota. He also earned a Master’s in Educational Leadership and a Bachelor’s in Elementary Education and Teaching from Bethel University.

    His favorite aspect of PACT is the strong partnership with families, the exceptional staff, and the school’s high academic expectations. With a passion for organizational leadership and a deep connection to the PACT community, he remains dedicated to nurturing a vibrant and student-centered learning environment.
